Check-in staff will still check passengers' baggage, but the rules will be enforced according to their own assessment of the size of the baggage. What's more, any minor doubts will be resolved in favour of passengers. This means that carry-on luggage that is slightly too large cannot be used as a basis for an additional excess baggage fee, only suitcases or rucksacks that clearly violate the regulations. American airlines see potential in this idea. Streamlined boarding is expected to bring greater savings than the revenue from strict hand luggage checks.
